yes, the go!messenger is available in firmware 3.90, but you need wifi connection

I have a WIFI connection and got the update, but is it an icon on the psp home or is it just something on the internet?

Isnt it for CFW psp

It is only for european region, If you dont live in europe, you have to have custom firmware and set in recovery fake region to europe
